Hungary Receives Over 1,800 Residence Permit Applications in 11 Months, Mostly from Türkiye, Vietnam, China, and Iraq
Hungary's Ministry of the Interior has reported that more than 1,800 residence permit applications were submitted over an 11-month period, with most requests coming from nationals of Türkiye, Vietnam, China, and Iraq.
Under current Hungarian law, Sándor Pintér, the Minister of the Interior—who also oversees police and asylum matters—has the authority to grant residence permits in cases where a third-country national's presence is deemed to be in the national interest, particularly for employment purposes.
New Cultural Exam Introduced for Permanent Residency
In a major policy shift, Hungarian authorities have introduced a cultural knowledge exam for third-country nationals seeking permanent residency. This requirement applies to those pursuing a National Card or a European Union Residence Card.
The exam is conducted in written form, in Hungarian, and includes 12 questions across six topics, designed to assess applicants’ understanding of Hungarian culture and social coexistence norms. Notably, applicants are only permitted three attempts—failure to pass on all three will bar them from further application attempts.
According to the EU, this change reflects Hungary’s commitment to ensuring that long-term residents integrate into the cultural and societal framework of the country.
Transition to New Immigration Law in 2024
In line with broader immigration reforms, Hungary enacted a new immigration law in early 2024. The revised legislation introduces 24 categories of residence permits, up from 18 under the previous law, with eight specific types related to employment.
As part of the transition, residence and permanent residence permits held by third-country nationals were automatically extended until April 30, 2024, to ensure compliance with the updated legal framework.
The new legal structure is intended to provide greater clarity and categorization of immigration pathways, particularly for work-related migration.
