1 in 4 Luxembourg Citizens Hold Dual Citizenship, New Report Finds
According to the latest data from the National Institute of Statistics and Economic Studies (STATEC), around 25% of Luxembourg nationals now hold a second passport. This highlights a growing trend of dual citizenship in the country.
A report by Contacto reveals that among those with dual nationality:
- 25% are of Portuguese origin
- 14% are of French origin
- 7% are of Italian origin
Sharp Decline in Naturalisations in 2024
In 2024, 7,415 individuals were granted Luxembourgish nationality:
- 5,892 were residents of Luxembourg
- 1,523 were non-residents
This marks a significant drop of 37.7% compared to the 11,904 naturalisations recorded in 2023. The decline is largely attributed to the suspension of a special provision that allowed direct descendants of Luxembourg-born individuals (before 1900) to claim citizenship. Only 193 people acquired citizenship under this rule in 2024.
How People Obtained Luxembourg Citizenship
- 82% became citizens by choice, often after living in Luxembourg for 20 years or completing at least seven years of schooling in the country.
- 15% acquired it through naturalisation.
Among non-residents who gained Luxembourg citizenship, the top countries of origin were:
- Brazil – 32.6%
- United States – 28.6%
- France – 14.6%
Foreign-Born Population Nears 50%
Luxembourg remains one of the most diverse countries in Europe, with foreign nationals comprising 47% of the population in 2024, representing over 180 nationalities.
The largest foreign communities include:
- Portugal – 13.1% of the population
- France – 7.3%
- Italy – 3.7%
Out of 320,726 foreign residents, 12% were born in Luxembourg.
Population Growth & Migration Trends
Luxembourg’s population grew by 1.5% in one year, reaching 681,973 residents at the beginning of 2024.
Key demographic highlights:
- Births: 6,459
- Deaths: 4,471
- New residents: 25,725
- Departures: 16,444
- Net population gain: 9,923
The data also shows a decline in emigration, although Luxembourg nationals were the largest group to leave, with 3,346 citizens emigrating in 2024.
