France to Enforce Stricter Citizenship Rules Starting January 2026
A new directive from French Interior Minister Bruno Retailleau will come into effect in January 2026, introducing tighter criteria for acquiring French citizenship and impacting both applicants for naturalisation and undocumented migrants.
Key Changes Introduced in the Directive
According to InfoMigrants, the directive mandates that all citizenship applicants must now pass a Level B2 oral and written French language exam, demonstrating advanced proficiency. Retailleau emphasized the importance of applicants not only mastering the language but also having a solid understanding and respect for the history and values of France.
Applicants will also undergo background checks to assess their moral character and social conduct. Those with criminal convictions of six months or more will be automatically disqualified, as per the new guidelines.
Impact on Undocumented Migrants
The directive extends to undocumented migrants, stating that applications from individuals who do not hold regular legal status in France should be rejected. This reflects the government’s commitment to ensuring that only those who are lawfully present and integrated are eligible for citizenship.
Emphasis on Professional and Social Integration
Another major requirement is proof of professional integration. Applicants must show they have been integrated into French society for at least five years. Authorities may request a 24-month fixed-term employment contract or a permanent job offer as proof of stable employment.
Rising Naturalisation Rates
Despite the tighter rules ahead, French nationality acquisitions increased by 8.3% in 2024, reaching a total of 66,745, according to data from the General Directorate for Foreigners in France (DGEF). The rise reflects sustained interest in obtaining French citizenship amid evolving migration policies.
