

EU Set to Launch Visa Liberalisation Plan for Armenia
EU and Armenia Advance Visa Liberalisation Dialogue with New Commitments
The European Union and Armenia are moving forward with their visa liberalisation process, with both sides reaffirming their commitment during high-level meetings in Brussels. On June 24, a draft version of the EU-Armenia Visa Liberalisation Action Plan (VLAP) is set to be formally discussed.
High-Level Meeting Highlights Armenia’s Reform Efforts
Armenia’s Minister of Internal Affairs, Arpine Sargsyan, recently met with the EU Commissioner for Internal Affairs and Migration, Magnus Brunner, in Brussels. During their meeting, both officials emphasized the importance of taking concrete steps toward implementing the visa liberalisation framework.
Minister Sargsyan outlined Armenia’s ongoing domestic reforms and reaffirmed the country's readiness to work closely with EU partners to achieve the milestones outlined in the VLAP. She also extended an invitation to Commissioner Brunner to visit Armenia in 2025 to directly observe the large-scale changes underway and to strengthen coordination on future joint actions.
Visa-Free Travel Within Reach Through Joint Cooperation
Earlier, in September 2024, the EU Ambassador to Armenia, Vassilis Maragos, expressed optimism that visa liberalisation could be achieved through joint efforts. He noted that while Armenia has made significant progress, areas such as document security, passport verification, and safe travel protocols remain priorities.
"With collaborative efforts and technical cooperation between EU and Armenian teams, we are confident that visa-free travel will soon become a reality for Armenian citizens," Ambassador Maragos said.
Political-Level Dialogue Signals Strengthening of EU-Armenia Ties
The visa liberalisation process has gained further momentum with the initiation of political-level dialogue. In September 2024, Vice-President of the European Commission, Margaritis Schinas, visited Armenia and held talks with President Vahagn Khachaturyan, Prime Minister Nikol Pashinyan, and Foreign Minister Ararat Mirzoyan.
Schinas confirmed that the EU and Armenia are entering a new phase of cooperation, not only on visa liberalisation but also across broader areas of the EU-Armenia Partnership Agenda. A key development was his meeting with Deputy Prime Minister Mher Grigoryan, which officially launched the political-level discussions under the VLAP.
"The start of visa liberalisation talks at the political level marks a strong commitment by the EU and its Member States to deepen our strategic partnership with Armenia," stated the EU Delegation to Armenia.
Next Steps
The European Commission officially launched visa liberalisation talks with Armenia in July 2024. The ongoing discussions are being guided by the EU’s standard Visa Liberalisation Action Plan, which outlines specific benchmarks in areas such as migration management, fundamental rights, border control, and public security.
As Armenia progresses with its reforms and the EU continues to evaluate the technical and political aspects, both parties remain optimistic that visa-free travel for Armenian citizens could be achieved in the near future.
