

EU Agrees on Negotiating Mandate for Collection and Processing of Air Travel Data
Advance passenger information (API) contains identification details from travel documents as well as basic flight information, and according to the Council, the aim of these draft laws is to enhance border management, combat terrorism, and tackle serious crime, AtoZSerwisPlus.pl reports.
Commenting on the adoption of the position, the Minister for Justice of Sweden, Gunnar Strömmer, said he believes that improved travel data collection will support crime-fighting efforts, help prevent irregular border crossings, and make it easier to travel by air.
“Better travel data collection will contribute to fighting crime more efficiently and help border guards stop illegal crossings, as well as making it easier to travel by air,” the statement of Strömmer reads.
Under the proposed regulations, a router that receives the API from carriers will be placed, and in turn, the router will transmit the API data to the national border as well as the law enforcement authorities of the member states.
According to the Council, the development of this single router, which will be developed by an EU Agency, will simplify the transfer of information for air carriers, minimise the risk of errors and misuse, and enable more efficient collaboration between different entities.
The same explains that the two laws outline the specific API data that air carriers are required to collect and transfer to the router. Moreover, it notes that the API data will include a closed list of traveller information such as name, date of birth, nationality, travel document details, seating information, and baggage information.
Moreover, air carriers will also be required to gather certain flight information, such as airport codes, flight identification numbers, and departure and arrival times.
In addition to the above-mentioned, the Council reveals that the new law will also enable the member states’ enforcement authorities to combine API data with passenger name records – PNR.
The PNR is a wider range of air passenger data, and it consists of details on the itinerary of a passenger as well as information on the flight booking process.
“When used together, API and PNR are particularly effective to identify high-risk travellers and to confirm the travel pattern of suspected persons,” the Council explains.
The implementation of these laws will also offer border authorities an overview of arriving passengers at airports, and passengers themselves can expect shorter waiting times and smoother passport checks.
The authorities will now start negotiations, and once an agreement is reached, new rules will enter into force.
