Netherlands Sees Sharp Rise in Unauthorised Employment Among Foreign Nationals
The Netherlands is witnessing a growing trend of third-country nationals working without valid permits, especially in sectors like hospitality, meat processing, cleaning, and domestic services such as babysitting. This surge has triggered serious concerns about labour exploitation and misuse of immigration systems.
Brazilians Among the Most Affected by Informal Work Practices
According to the Dutch Inspectorate, nearly 35,000 Brazilians are reportedly working without permits in Amsterdam alone. Another group commonly found working without authorisation are Georgians, both of whom can enter the Schengen Area visa-free, along with citizens of 59 other countries.
Upon entering the Netherlands, many of these individuals register at the Registration of Non-Residents (RNI) office, where they obtain a citizen service number (BSN) without needing to provide a reason for their stay or a local address. The RNI system is designed for those planning to stay for less than four months—for purposes such as temporary work, study, or research.
System Loopholes Allow Informal Employment
Authorities have flagged concerns that the RNI scheme is being misused, as no checks are in place to verify if individuals leave the country after the four-month period ends. With a BSN, foreign nationals can open bank accounts, start businesses, or even register with the Chamber of Commerce, giving them access to informal employment opportunities—often outside regulatory oversight.
While the Dutch government has not responded directly to these recent findings, it previously stated in July 2024 that it had no immediate plans to revise the RNI system.
Exploitation Risks and Labour Rights Violations
The lack of regulation creates an environment where undocumented workers are vulnerable to abuse. Many face:
- Underpayment or unpaid wages
- Dismissal without cause
- Unsafe or exploitative working conditions
These practices not only harm the individuals involved but also distort the local labour market and undermine legal employment frameworks.
