Italy Eases Work Restrictions for Seasonal Migrants to Address Labour Shortages
The Italian government has issued a new directive allowing seasonal migrant workers to continue working legally while awaiting decisions on their residence permits. This measure is designed to protect workers’ rights, minimize irregular employment, and prevent income loss among foreign workers.
Seasonal Workers Can Now Work During Permit Processing
Under the new rules, seasonal migrants will be allowed to begin or continue employment even before their permit conversion is approved, provided specific conditions are met. This aims to close regulatory gaps that previously left workers vulnerable to exploitation and financial hardship during administrative delays.
To be eligible, workers must fulfill the following conditions:
- Present a receipt confirming submission of their application to convert a seasonal residence permit into a non-seasonal work permit.
- Submit the Unilav form electronically, which registers the employment with the Ministry of Labour.
- Ensure the employment relationship is registered with INPS (Italy’s Social Security Institute), especially in the case of domestic workers.
This move addresses a long-standing challenge in Italy’s immigration system, which suffers from both labour shortages and high rates of irregular migration.
Italy to Grant Over 165,000 Work Visas in 2025
In response to growing labour demands, Italy plans to issue 165,000 work visas to foreign nationals in 2025, up from 151,000 in 2024 and 136,000 in 2023.
Out of this total:
- 93,550 visas will be allocated to seasonal workers, primarily in sectors like agriculture and tourism.
- The maximum quota for seasonal workers this year is 89,050, highlighting the government’s intention to meet increasing workforce demands.
- 10,000 work visas will be specifically allocated to foreign care workers, addressing critical shortages in the healthcare sector.
The visa issuance falls under Italy’s newly adopted three-year labour migration plan, which strategically distributes work visas across various sectors facing chronic labour shortages, including construction, hospitality, and domestic care.
